We've sometimes noticed libraries end up in the lib directory as a sort of "better safe than sorry" failsafe, to ensure they're available at runtime, even though they're not actually needed We don't like shared libs in WAS 7 because updating jar's to them doesn't always work if one doesn't ripple-publish and that's a bit slow.
